Direct Consular Filing for exceptional circumstances and military personnel in Germany
For U.S. citizens residing in Germany, including military personnel stationed at bases such as Ramstein or Stuttgart, standard processing through domestic U.S. centers can often be bypassed using Direct Consular Filing (DCF).
